The problem is just garbage characters where the admin should be after install. Everything looks like it was successful - the public interface looks fine - just the admin interface is garbage. Any ideas?

That's probably encoding. Who is your host?
If the frontend works, and you were able to install, there is no reason for this to be happening...except...
I think you have some other code around your site or your server has some odd rules that are interfering. I have never seen an Indexhibit site act like this after installation...or even before...
