CSS layering in chrome

Currently my site it set up to have horizontal scrolling. The #index div appears behind the exhibit in Google Chrome v 28.0.xxxxx but appears correctly in Safari and Firefox. I can't figure out for the life of me why this is happening. I've changed the z-index attribute to -1 and it appears that way when I inspect it. Anyone have any insight to this?

Ok, figured it out - there was something strange with making the #index. container{position: fixed;} - moved the property to #index{position:fixed;} and it worked.
