There's many ways to do this...
I suggest you use Visual Index and set the counter to 3 like you already did.
Then from Admin>formats>visual index, options choose the most appropriate grid setting from the grid drop down menu.
Finally to achieve control over your thumbnails use cover images.
Under each image there's an Edit (tools icon) button.
Clicking it will give you a variety of options including the use of a cover image.
Cover images are used where thumbnails are used - just try it and you'll see what I mean.

i understand and have tried all the grid settings and i think i understand creating cover images.
but the building nature of Visual Index (left to right) prevents horizontal thumbnails (for instance images 4-6) from ever moving up and down... making even margins on all sides of landscape and portrait thumbnails.
no matter what I do each row maintains the same height for all 3 images. and the margins will always vary unless i create square thumbnails. i want natural.

how would you edit the code for Documenta thumbnail max width. instead of size.
Hello - I'm afraid that there's no easy workaround with this. You need coding skills to achieve what you're after, either by customizing Visual index and incorporating some sort of Masonry plugin or by customizing Documenta and restricting its width to 3 columns.
